Oohh, I have an idea. How about the people who score a four or a five on the MAP get to choose how the school spends the money that they earned the school. Now there's an incentive to do well.

That would make sense. However, making sense is one of those things that little public schools don't seem to like to do.

That probably wouldn't be good. I would have had my school buy a pinball machine and thousands of scratch-off lottery tickets. Intelligence does not guarantee money well spent.
